We get to meet the famous Sword Maiden this episode and learn that, little by little, the goblins are evolving and gaining better tactics.

A Quest From The Archbishop: Sword Maiden, Onna, Goblin Slayer
With the rest of the crew, Goblin Slayer heads to Water Town to meet with the Archbishop of the Supreme God. The mage, of Onna’s ilk, who, ten years ago, was part of the team which dispelled the demon lord. Someone who Goblin Slayer treats with little to no reverence and thus freaks everyone out. Luckily, the Sword-Maiden doesn’t have an ego so Goblin Slayer’s attitude doesn’t bother her. Also, from what we hear, songs are sung about him far and wide and, likely, his attitude is part of the song. Hence why Tokage, Kouhito, and Yousei have different names for him. The song changes depending on who speaks it.

Getting back to the point, because the city guards and military see goblins as too low on the list to do anything about, especially with the demon lord back, that is why Goblin Slayer was asked to help. Thus leaving him to head below the city, into the sewers, to handle some goblins.
Commentary
I get Goblin Slayer saw his sister die horrifically, but are you telling me that sapped even his manners when speaking to a high ranking official? That any sort of decorum he once had was lost when he committed himself to killing goblins as his life’s purpose? It makes you wonder how the song goes that everyone speaks of and if him being a rude mother****** is part of it.
Well, maybe calling him that takes it a bit far. But you gotta admit, while you may appreciate him getting to the point, asking questions only when necessary, he could pick up some social niceties. Especially when the person is a client paying you so you can defeat more goblins. Never mind not have to wait around for local goblins but hear about them from far away places.

No Fire, No Poison: Yousei, Onna, Goblin Slayer
Likely due to past trauma, Yousei and Onna don’t want Goblin Slayer to use his usual tricks to kill a lot of goblins quickly and easily. Which makes little sense because of how dangerous goblins are in a large quantity, but I guess they are traumatized by what has happened in the past. Yet, considering Onna is also traumatized by a surprise attack, and Yousei by the smell of the sewers, you’d think they’d be all for Goblin Slayer’s tricks – but I digress.
Down there they encounter goblins who use boats. Which presents a new challenge but not one that Goblin Slayer isn’t ready for. However, what none of them were ready for was a swamp dragon, or alligator, which was about the size of the goblins’ boats. Luckily, they use the dragon to their advantage and make it so, rather than take on three additional ships, they use the swamp dragon to handle their business.
Not to imply everything is handled down there, but a significant amount do drown or get killed. Leaving one simple question: Who taught goblins to use, maybe even build, ships?

Commentary
You have to take interest in the demon lord’s approach to using goblins. Taking note they can live in sewers, cemeteries, old cities long abandoned, they are useful. Especially since they multiply fairly quickly and while dumb, they are adaptable. I mean, in Water Town, what would keep them from using that as a home base, building ships, and creating an entire navy? One which, since they are most active at night, could attack humans on sea, kidnap the women, and take them to Water Town or even another port. Thus allowing them to expand further than they do now.
Leading to, assuming goblin groups work together, teaching other goblins how ships work, helping them make their own, and what is currently seen as a minor thing becoming a huge issue. For while cities are the biggest thing under threat, goblins love to go into villages and massacre them. Villages where many an adventurer, like Goblin Slayer, come from.
Which perhaps explains why he has songs about him which transcend just the human language but is also heard by elves, dwarves, and more. Though others may look down on him, he is protecting the little people. Note: Even when they don’t provide the same type of payment the Sword-Maiden can.
