Plot
It’s September 30th, 1998, The Umbrella Corp is abandoning Raccoon City, and in their absence, the town is disintegrating the same way any town would built around one employer. But, the focus of the story is barely the town, but rather the siblings Chris and Claire Redfield, who were raised in a Raccoon City Orphanage.
Claire has just returned to town after a conspiracy theorist convinced her something fishy is going on, and she wanted to speak to her brother. But what was supposed to be an uneasy family reunion, the first time they saw each other in 5 years, becomes a fight for survival as we learn what the Umbrella Corp was leaving behind wasn’t just the town, but one of the first attempts at the T-Virus gone wrong.

- The Umbrella Corporation (Resident Evil: Welcome to Raccoon City): Founded by Oswald Spencer in the early to mid-1900s, The Umbrella Corporation is primarily focused on cutting-edge medicine techniques. However, unbeknownst to the public, they also do genetic testing, which has led to many projects going astray and causing quite a bit of commotion. All of which they handled until a certain virus they created.

- Raccoon City (Resident Evil: Welcome to Raccoon City): Established in 1939, Raccoon City is the former home of the Umbrella Corporation and is one of those towns built around a single employer who pretty much is the heart of their economy. Which makes them exiting devastating.

- G-Virus (Resident Evil: Welcome to Raccoon City): The G-Virus morphs its user into a monster but allows them some level of cognition
- T-Virus (Resident Evil: Welcome to Raccoon City): Unlike the G-Virus, the T-Virus turns someone into a zombie whose only focus is to feed.
- Progenitor Virus (Resident Evil: Welcome to Raccoon City): The predecessor to the G-Virus used to test on kids in the orphanage.

Chris Redfield (Robbie Amell)
When we meet Chris, he is a police officer for Raccoon City, who was pretty much raised under the Umbrella Corporation. Like his sister, Claire, he was an orphan, and thus she was his only family, at least until Dr. William Birkin took him under his wing and became a notable influence in his life.
Claire Redfield (Kaya Scodelario)
Unlike Chris, Claire doesn’t get any fuzzy feelings about Raccoon City. After her parents died, when she was 8, she visually saw, and nearly experienced, the horrors that the Umbrella Corp tried to keep hidden. For example, one of their experiments she befriends, and that person tells them of the “below.” And after Dr. Birkin tries to take her to such a place, she runs away and doesn’t see Raccoon City, or her brother, for 5 years.
But, older, wiser, and now weapon trained, Claire has plans to reunite with her brother and get him to understand he is looking at the Umbrella Corporation with rose-colored glasses.
Jill Valentine (Hannah John-Kamen)
Jill is one of Chris’ co-workers on Raccoon City Police, who he may have a crush on, but it seems she has eyes for someone else. But, don’t think of her as just an attractive member of the force since she is one of the few who works well and quickly under pressure.
William Birkin (Neal McDonough)
When Chris and Claire were young, Dr. Birkin appeared to just be the man who ran the orphanage they were in. However, as adults, it is revealed he is one of the masterminds behind the G-Virus and, for years, was using various kids in the orphanage as test subjects,
Leon S. Kennedy (Avan Jogia)
Out of all the characters we meet, Leon is probably the most privileged. Yes, him being in Raccoon City would say otherwise, but considering his father transferred him there, after a major screw-up, and he can now sleep on the job, I’d say he is definitely living the good life. Granted, it ends within no time as the Umbrella Corporation exits the city and tries to erase all evidence, but things were quiet for the trained officer.
Albert Wesker (Tom Hopper)
Originally, Albert was seemingly Jill’s crush and co-worker. However, he reveals that, unlike the rest of the force, the Umbrella Corporation had plans for him – if not an outsider who was aware of what they were truly working on.
Ada Wong (Lily Gao)
While not seen until the mid-credit scene, Ada does establish herself as someone with the ability to further Dr. Birkin’s research, but it isn’t made clear who she works for and why?
Sherry Birkin (Holly de Barros)

Resident Evil: Welcome to Raccoon City Ending (Spoilers)
In pursuit of the G-Virus, Albert and Dr. Birkin face-off, and after their battle, Albert dies, Dr. Birkin appeared to have died, his wife was killed, and the only one who survived was Dr. Birkin’s daughter, Sherry. She is found by Chris and Jill, who join up with Claire and Leon, and they all head to an underground train tunnel to escape the city.
Unfortunately for them, before his death, Dr. Birkin injected himself with the G-Virus, leading to two battles with the mutated doctor. The first one ends thanks to the Redfields, and the second one by Leon’s hand, thanks to a rocket launcher. Which allows Sherry, Jill, Claire, Chris, and Leon to escape the decimated Raccoon City and not even be on the Umbrella Corporation’s radar in terms of survivors.
Though unbeknownst to them, not only did Leon, Chris, Sherry, Claire, and Jill survive, but so did Albert. How? Well, despite seemingly dying in the lab where Dr. Birkin stored the G-Virus, he is now in the possession of Ada Wong, who has revived him possibly into something similar to T-00.
Does Resident Evil: Welcome to Raccoon City Have Prequel/ Sequel Potential?
Yup, with a miscredit scene introducing Ava Wong and Claire already desiring to expose the Umbrella Corporation, a sequel is definitely setup.
